Because of netsys.c and bpf_def.h running at kernel mode, while other files
running at user mode therefor, other files use Apache License. The netsys.c
and bpf_def.h are dual licensed: you can use them either under the terms of
the GPL V2, or the 3-Clause BSD license, at your option.
